Chapter 35: The Council of Light
Leo did not intend to act alone. He convened an emergency meeting of the Council of Light—the gathering of the Foundation's branch leaders from across the globe.

We are going on the offensive. To all branches: activate your elite units. Wherever their shadow falls, we will be there to light a torch."
